ELYgator: A large-scale electrolyzer in the Netherlands
200 MW of renewable and low-carbon Hydrogen to accelerate European industrial decarbonization
In 2025, Air Liquide started construction of the ELYgator electrolyzer in Maasvlakte, within the Port of Rotterdam. This project marks a major milestone in the large-scale production of renewable and low-carbon hydrogen in Europe. Of strategic importance, this facility strengthens the Group's position as a key player in the energy transition.

A European ambition for a decarbonized industry
Air Liquide has invested more than €500 million to build and operate this 200 MW capacity electrolyzer located in Maasvlakte, In the Port of Rotterdam, the Netherlands. Named ELYgator, this large-scale project will produce up to 23,000 tonnes of renewable and low-carbon hydrogen each year for industry and heavy mobility, thereby reducing CO₂ emissions by up to 300,000 tonnes per year of operation.
The electrolyzer will specifically supply TotalEnergies’ industrial platform, under a long-term contract to decarbonize its European refineries. Furthermore, by integrating this unit into its existing pipeline network, Air Liquide will be able to provide hydrogen to other industrial customers and heavy-duty mobility players in the Netherlands, enabling them to significantly reduce their environmental footprint.
For this project, Air Liquide will rely on PEM (Proton Exchange Membrane) technology manufactured by its joint venture with Siemens Energy, as well as on alkaline technology. In a major innovation, this is the first electrolyzer to combine two cutting-edge electrolysis technologies on a single site.
This combination optimizes production by adapting quickly to fluctuations in renewable energy supply, thereby maximizing conversion efficiency.

A renewable energy supply
The electrolyzer will be powered by local renewable energy sources. Air Liquide will rely on:
- Renewable energy production from TotalEnergies' share in the OranjeWind offshore wind farm (Netherlands);
- Long-term Power Purchase Agreements (PPAs) signed with Vattenfall from the Hollandse Kust Zuid (HKZ) wind farm.
The project benefits from institutional support, notably from the European Union Innovation Fund, the Dutch IPCEI program, and the OWE Dutch subsidy scheme.
Through this initiative, Air Liquide illustrates its ability to combine cutting-edge, complex technological solutions in service of a more sustainable economy. The objective: to scale up electrolyzer capacities while guaranteeing full traceability of the hydrogen's carbon footprint, from the energy source to the end user.
This project, at the heart of one of Europe's largest energy and chemical hubs, serves as a structuring model to accelerate the European industrial energy transition.
